Petition to Oppose Colorado Senate Bill 25-284 | Colorado schools should be centers of learning—not gateways for outside groups to access children without parental consent.

To the Members of the Senate Education Committee:

As concerned parents, educators, and Colorado citizens, we respectfully but firmly oppose SB25-284, a bill that would codify the practice of allowing outside youth service organizations to present to students during the school day—without parental notification, consent, or proper oversight.

While enrichment opportunities are valuable, this bill opens the door for unvetted, ideologically driven organizations to access children during instructional hours with no requirement to inform families or ensure transparency. SB25-284 would formalize a deeply troubling trend we’re already witnessing in Colorado schools—where political and activist groups are granted classroom access under the guise of "youth development."

SB25-284 is unacceptable because it:

  • Codifies access for outside organizations during the school day without parental opt-in.

  • Fails to require content review or transparency, allowing inappropriate or activist messaging.

  • Does not prohibit political or sexually explicit content.

  • Creates viewpoint discrimination, leaving faith-based and traditional organizations potentially excluded.

We believe schools must prioritize academic excellence and uphold the rights of parents to know—and approve—who is speaking to their children.

We urge the Senate Education Committee to:

  1. Vote NO on SB25-284 in its current form, or

  2. At the very least, amend the bill to:

    • Require parental notification and opt-in permission for all presentations

    • Mandate content review and public transparency

    • Prohibit political or sexually explicit content

    • Ensure viewpoint neutrality and access for all groups, including faith-based organizations
